BUG: Editing or adding custom styles is no longer available in highlighting palette

Open highlighting palette

Select a custom palette or create a new palette

Right click

Expected to see menu to add, edit existing style, etc. However nothing happens, thus the existing styles cannot edited and new styles cannot be added.

It looks like they've added a menu icon to click on instead of the right click.  The pallette and style entries have different menus:
