Is there a way to tie a resource (dictionary, commentary etc.) to Bible text without having to cut and paste it into "Notes"?

The short and direct answer to your question is: "Nope"
But there are a few other options. You could reference the dictionary/commentary in the notes section of a Passage or Exegetical guide, or you could put simply a link in your note file to the article, without having to paste the entire article, or you could simply summarize the important part of the article in your note file. There may be a few other ways to accomplish your goal, and others may chime in as well.
If you give us more precisely what you're trying to achieve here, we might be able to be more specific. I assume what you're wanting to do is remember what you learned next time you come to the text you're currently studying. If you have some other goal, or an additional one, let us know.
