In order for Logos to know you have the right to these materials they need to be installed. To do that installl Libronix from the DVD and set up the licenses within the program. You shouldn't have to install the files to your hard disc for this part of the process. After syncing your licenses with the Logos servers, give Logos some time for the new licenses to be populated to the servers nearest you. This can take anywhere from a couple of minutes to several hours, depending on where you live. Then restart Logos4 and the new files will download, or if you choose not to have downloads be automatic, you'll have that option, at which point you could say "no" and scan the files in instead.
Alternatively you could call or email customer service, give them your unlock code (should be in the packaging), and they should be able to do it for you.
EDIT: Note that the Libronix version on the DVD may not be the latest version. If it isn't it may not run properly on your system. To fix that you'll need to run this java script: http://www.logos.com/media/update/30gAutoUpdate.lbxupd
If you want to install the latest version of Libronix (skip the step of installing and then updating), you can do that here: http://www.logos.com/support/downloads/ldls
You will probably also need to check out this thread for a patch to make Libronix compatible with IE9: http://community.logos.com/forums/t/30926.aspx

Logos 4 does not have the updated files to match the cd license, all you can do is scan the files directly from the cd to logos 4 after activating the license.
This is a special case.
