Is there any way to keep the article from showing up first when mousing over a noun in the New Testament? (as in Matthew 7:23 - mouse over lawlessness and "ὁ" shows up in the popup and in the info window."

Not when they are joined as shown in the Reverse Interlinear (this is how Logos has tagged them to the original language in the RI). But if you look further to the right in the pop-up you should see the central Lemma.
EDIT: if can afford the screen space, then you could leave the RI open. When it is open the pop-up info at the bottom will not appear as you move your mouse. And when you want info on a word, just click once on that word and the RI will bring it into focus in the RI ribbon at the bottom.
