I have purchased the Minimal crossgrade. See screenshot:

Note that Personal Book Builder Reader is listed.

Where is it and how do I use it? Or is it an upcoming feature?

I think for integrity sake this needs to be addressed. They need a "coming soon" hyperlink next to it leading to this page...
