Resizing right-most window bug

If I open the Help window or Information window, it goes in a long narrow window on the right side. I cannot grab the left side of this window and change its size if I have 2 windows on top of each other to its left. If I drag the window somewhere else and then move it back, the window is now resizable. I think this is a bug or at least a restriction I would like to see removed.

I think this is by design...so that the helper/information windows don't take up too much space. If you want it bigger you can drag the tab to a new location. If you want it back in the non-resizeable space, you can close it and reopen it from the menu. Sometimes it is frustrating though if I want it just a little wider.

I figured that was the case. What I have to do is drag it to another window and then drag it back and it becomes resizable. Why not just make it resizable to start with, even if they put it in a strip on the right?
