Not sure about the tags question, but I emailed Brill the publishers of HALOT requesting they allow is on the mobile device. That was several weeks ago, I have as yet received no response. I hope that changes. It's frustraiting that we have such great Greek lexicons (BDAG, TDNT, EDNT) but not for Hebrew, available on the mobile platform.
