I wanted to dock my New Manners and Customs tab which was in a floating window. Clicking on the menu item repeatedly did not invoke this action. Below is a screenshot and in case it helps, I have attached my logs.

Is it considered already docked, because there are two resources in your floating window? You can always drag the tab at the top of resource wherever you want it to go.
I did drag it in the end. I try to use keyboard commands as much as possible to speed up my use of Logos. In this instance, I even tried clicking the command in the menu.

That seems to be the case here. Attempted to dock a panel from a floating window with 2 panels, and it remained where it was. Opt-Cmd-F floated the panel in a new floating window from which it could be docked.
Seems logical to me, even if it is undesirable in certain circumstances. Would probably be difficult to change that behavior with limited benefits.
Good points. I think a case could be argued both ways, but we are getting to small details. There's also a case for being able to dock just that tab (which is mostly what I want to do most of the time)
Regardless, if docking is not an option, it should be grayed out or not listed at all.
