If i do not upgrade to L4 can i still purchase books that will run on L3? in other words, are all of the products now usable only in L4?

For now, at least, resources developed for L4 will also be released for L3. But this could take some time.
L4 copies resources from L3 to its own folder and updates any resources as necessary for use in L4. In other words, your L3 resource directory is not changed by L4. Does that answer your question about this?

It'll work in both. It will automatically be loaded into 4 when you restart the program. You'll have to go to the "My Orders" section under "My Account" on logos.com to click the "Unlock and Download" button to get it to load into L3.
What Jacob said. Plus, if you buy it for L3, L4 will notice as soon as you buy it and begin to install it. (For L3 to use it, you'll have to use the update script as Jacob advises.)

It doesn't matter if you buy a downloadable book because L4 will have the licence and download a copy in due time (allow 2 days). You still have to download it for L3 though. If it comes on CD and it is for Logos Software 3 (L3) then you have to activate (via serial #) in L3 and only then will L4 get the licence!
