Hebrew Punctuation Missing

I'm getting this in much of the Hebrew words. Is there a punctuation font I am missing?

Is that happening in all your resources? It looks like a problem with that particular resource. I'm seeing that on my screen too. It's in Biblical Foundations of Christian Worship (Library of Christian Worship: Volume 1):

Yes it is in the same resource. Perhaps it is only there. I checked some other resources and I'm not seeing it happen there.

Those are not the correct characters, though. They're meant to be
Hebrew transliteration characters.

Probably meant to look something along the lines of these:

t^ehinnah, t^efillah , taḥănun
