BUG: footnotes not showing on page in Complete Works of Francis Schaeffer

I cannot get the footnotes to show on the page in the Complete Works of Francis Schaeffer.

I have it set to 1 column and "Show footnotes on page" is checked:

I've also tried multiple columns and fullscreen, but no footnotes.  The inline pop-up footnotes work correctly, but they won't display at the bottom of the page.

This is the only resource I've found where it doesn't work right.  I have footnotes on the page in other resources.

Update:  If I go the the beginning of the resource, I can find footnotes on the page:

But the footnotes are still missing if I return to the later volumes in the resource.

Is there a bug that prevents footnotes from showing if a resource is too long?
