I'm checking on what determines the order of items in a handout. I'll update this thread when I have more information.

The handouts do use your order, except they throw media "to the edges" -- to the top, bottom, or a corner. We're working on improving the media layout, but in general you should see text articles in sequence, and media pushed to an edge in the order it is in the list.

In the picture, notice the tiny picture, and the really long explanation text spread out across the page width. I hope that's part of the pending improvements. ;-)
