if you have the product key or a Logos ID (usually your email address) from a prior installation, then yes. You can download the program for free (edit: from here: http://www.logos.com/support/downloads/ldls ), it's the resources you bought that require the licence key.

If had previously installed Libronix 3 and sync'd your licenses, also have option of installing Logos 4 using same account as Libronix 3.

Note: Libronix 3 and Logos 4 can peacefully coexist, if have enough disk space for both (resource files cannot be shared).
For Libronix 3, support has old web pages available => http://www.logos.com/L3/support/windows including => Libronix and Internet Explorer 9
After March 2012, new resources published by Logos will only be in Logos 4 format => http://blog.logos.com/2012/01/new-resources-for-logos-3/
