I'm working on a daily devotional for myself that is built on the day of the week (Sunday, Monday...) rather than date. Does anyone know of any tags that will allow me to call the first Sunday up on the first Sunday regardless of date?

What do you mean by "first Sunday"? The first Sunday of the year? The first sunday of the reading plan? How many weeks are you going to do?
You could, of course, make a reading plan instead of a devotional. I think this is the better route for you to take. There are not any tags I am aware of to do what you are asking.
My thought comes from a devotion book I've used that is now out of print. It is listed by Day of the week and each day has 5 options for each part of the devotion. I simply plan to set up the first Sunday-Saturday of the month uses option 1 for the day, the second uses the second.
It may be best, like you said to set up a reading plan or simply set up a layout for daily usage.

The Title is Pastor at Prayer by Krause. It was published by Concordia Publishing House, but I learned to day that it is not out of print nor is it public domain as I thought. I sought to get permission to set it up for myself, however, I have not received permission to do so, so, I'll have to plan something else.
I've westled with copyright compliance standards myself. I guess where I would come down is that if I buy a copy of something not in public domain, I feel free to "reformat" it in a way that works best for me, given that I do not distribute it to others. I certainly believe this is an issue where each individual must live by their own conscience.
