Wiki has Getting Started with Logos => Prioritize Library with Tips and links.
Logos 4 has "Top Bibles" that corresponds to your Top 5 highest prioritized Bibles (or defaults to a set of Bibles if your library lacks prioritization).
Personally have two commentary series in my Top 5 Bibles so using "Top Bibles" looks in 3 resources for me. Hence, my creation of a "Bible Grid Favorites" collection with 17 Bibles (English plus some Original Languages) for Bible Search usage. Wiki has Getting Started with Logos => Collections
The advantage of having a commentary series in my Top 5 Bibles is right click on a Bible verse, click selection, the commentary appears with other Bibles so can quickly open my favorite commentary to that verse. Wiki Logos Resource Reviews has => UBS New Testament Handbook Series and => UBS Old Testament Handbook Series (included in Scholar's Gold and above).

The Library pop-out must have changed, it no longer matches the wiki page.
Instead of Library, Add to Library, and icons in the top right - it is now Yours and Store, with no icons to lead to the Prioritize Resources option.
Anyone know how to set preferences?

You are on the web app. You set prioritization on the desktop app.
You can select a top bible, but you can't prioritize in the web app.
