Getting RefTagger to work in iWeb... possible???

I am a newbie when it comes to creating websites, so I am creating one using iWeb, the tool I have at hand.

I'm trying to add RefTagger to my iWeb created pages.  I have added the html code using the iWeb HTML Widget tool.  I have placed it in the footer of one of the pages.  It doesn't work.

What am I doing wrong (besides using iWeb)? HELP!
