I think there would be a lot of takers on an electronic English-German Dictionary. I'd love to see it on the Logos format. There really isn't a good one electronically right now.

Another valuable resource would be Wahrig Deutches Wörterbuch which would be comparatle to the Vox offering of the Dicconario General de la Lengua Española.

A Windows option that you might consider is a program called WordWeb (http://wordweb.info/).  The slickest and fastest dictionary I have ever used.  Load the program into the Windows Icon Tray, then hover the cursor over any word in any Windows application (incl Logos), press the Ctrl key and right click ... up pops the definition in your default dictionary (I use the Shorter OED).  Works offline, too, for installed dictionaries.

BUT ... with the PRO version you can also define Dictionary Tabs which take to any web page and look up your word or phrase.  So setting up a Ger-Eng Dictionary Tab is a snap - and, again, point, Ctrl plus right click brings up your translation quickly.  Here is one I created in less than 5 minutes rom the Chemnitz University of Technology. ...

Also, if you have a Ger-Eng database, I believe you can install that instead of using a website.
