I have just bought a copy of Logos 3 and in the past I have been able to have a black background with green text which is easier on the eyes. through tools I can change the text to green, but am not able to make the background black. can you assist?

I believe that you have to get a 3rd party software package to do that.

It's been discussed here but I don't remember what the software was that was recommended.

I think that is a Windows setting.  If you change that it will affect everything on your computer -- not just Logos.
