Are collections supposed to be syncing with iOS yet? When I search I see some old collections that I have deleted on my PC, but my new dynamic collections (based on my ratings) don't show up.

I have collections named Top Bibles, English Bibles and original-language Bibles. I think at least the latter two I created, and they are showing up. I wonder if I reinstall the iOS app my current collections will be installed. I'm just hesitating because I downloaded lots of resources yesterday.

Unfortunately no. You will have to wait for an update to both desktop and mobile apps.
