I’ve finally have my primary-computer back up, and running.

I need to get Logos 4, with my entire library; copied to my primary-computer.

Where do I find the downloads, to set this up?

Can I leave a copy on my backup-computer; or will this cause me problems?

The simplest thing to do, is to download the engine and enter your username & password. You can do that HERE. Alternativly, you can try to move files if you would like. This is more challenging, and you should read the WIKI: http://wiki.logos.com/Quick_Installation_onto_multiple_computers

No. You can install Logos on as many computers as you own, for your own personal use.

EDIT: My "no" was in response to "will this cause me problems." YES, you may leave a copy on your backup computer. [:)]

Leaving a copy on your backup computer is fine.  Potential problem(s) are using backup and primary computer at the same time with sync enabled.  Using Logos 4 on two computers at the same time with different resources open works fine (also have had Library open on two computers to browse and filter resources).

For a potential problem example, having both computers open to Library prioritization at the same time, then making changes on both computers can have surprising results as sync completes (priorities can jump a bit).  Using one computer at a time to show and change your Logos 4 library priorities works fine.  Personally have learned to close Library priorities on one computer, click sync arrows, wait for arrows to stop spinning, switch to another computer, sync, wait for arrows to stop, then open Library priorities to check order.
