I was looking at purchasing the New Interpreter's Dictionary of the Bible, but I have never bought a pre-pub item before. About how long will it take to develop? Can you put pre-pub items on a payment plan? About how much will this set go up once it is out of pre-pub?

There is absolutely no way of telling until a ship date has been given. If you don't know when it went on pre-pub, it could be days or more than a year.

I don't think so, but I am not sure. You should be aware that ordering a pre-pub does NOT mean you pay for it right away. You only pay for it when it actually ships.
About how much will this set go up once it is out of pre-pub?
Again, there is no real way of telling. Most resources, but not all, end up being "discounted" off of "retail" when it is released. One way to guess is to compare other resources from the same publisher.
Different items take longer than others to be produced. So you can't know for sure.
I'm not sure if pre-pubs can be put on a payment plan. I imagine if one is expensive enough you could always call customer service and work something out. But if it's only $50 or $100 (relatively cheap in other words) then they may not let you set up a plan.
Something like that could easily go up another $100 bucks out of pre-pub. But you never really know. If nothing else, pre-pub will assuredly save you money. How much can't be certain, however.
65% off seems like a good deal, but it doesn't appear that there are any other resources from that publisher to compare it with.
