I am wanting to attach an External PDF file into my logos Favorites folder. Kind of like the way one would with a hyperlink but I want it to attach to a file that I can highlight and edit. Make sense?

currently not possible, AFAIK. if document is non-changing, and if you can get authors permission you might be able to make it into a personal books, then you could link to it and mark it up if you wished
