Has L4 added Page Offsets within Personal Books?

No, they have not (4.6 Beta 5). I still put them in because someday—when you lest expect it—someone will say, "Page offsets have been implemented."
If you remember the origin of that expression, you are older than George Somsel admits to being [8-|]
