BUG: Formatting options missing on Forum 'Compose' page

This happened to me once yesterday, and now it just happened again. No formatting options, no extra space between paragraphs, no way to preview. You just have to click 'Post' and hope it looks OK.

I've tried reloading the page and going back and forth to the 'parent' page, but it doesn't help.
