In L3 I can search for example, whole library [assurance within 10 words perseverance]. Can the same be done on L4? I tried, but it does not seem to understand the syntax and was searching all 5 words.

Yes, this is possible in L4. You must note, however, that it requires that the constraint ("within") must be UPPER CASE.
