How can I get Libronix to recognize my old Logos CDs
If you're talking about old Logos 2 CD's, those have to be installed (including the installation of Logos 2), and recognized by Logos 2 for the licenses to be read by Libronix. So, install version 2, and the resources and open Logos 2 and activate the license. Then open Libronix and make sure the Logos2 files are in your resource path. Libronix should pick up your new additions.
After doing that you can run this script to see if those old Logos 2 files have been updated for Libronix:

If you're talking about old Libronix CD's, you have to install those resources to Libronix so the licenses can be activated. This will require an internet connection or a phone call.
After doing the above, those resources should be available to Logos4, if you decide to use it.
