Adding Newline Before & After to custom highlight style

I really like using the "Newline Before & After" highlighter style. So much so, that I'd like to add that style to one of my current custom highlighting style, unfortunately I can't figure out how to get those two paragraph breaks into the custom style. Anyone know how?

As an aside - why can't we duplicate the styles Logos has made so we can modify them slightly?

One idea is duplicating the Highlighting Palette, which includes all the styles.  Personally duplicated "Emphasis Markup" palette, then renamed copy to "Markup Emphasis".  In the duplicated palette, can right click on a style, which includes option to move to another palette.
