One can set the footnotes option on a standard page but it shows only in reading mode. I'm trying to find a work-around for footnotes not being picked up in the Passage List in either Selection or Clipboard mode.

"Show footnotes on page" only takes effect if the resource text is in paged mode (reading view, or turning on columns (Ctrl+Shift+P) in regular view). This is the same behaviour as 4.6.
