How soon will it be available for Logos 4 on Windows?

Welcome! You mentioned if it would be available on Windows. Just to clarify, Logos resources are not platform specific. Once a book is available for purchase it will work on a PC or Mac or mobile device (per publishers permission). Based on the way you worded your question and the low post count I thought you might be new to Logos. I don't know how soon the NA28 will be available, but when or if it does it will work on Logos 4 on your desktop.
