It it good that you can check off the collections you want to search in the Cited By tool. I would like to see the Panel menu also allow these options:
-a check box next to Collections that would let you turn off or on all collections at once. This is faster than checking them one at a time.
-an check box to search Open Resources and Entire Library. Perhaps it would be best arranged as follows: You choose whether you want to search the Open Resources, Entire Library, certain collections or a specific resource. This is how the Reference Browser is set up in version 3 and it makes good sense to me. As it is now set up, there is a lot of redundancy in the searches.
I also miss the ability to browse by other data types as in the Reference Browser.
