Primary click on layout name or clicking the pencil puts it in the edit mode for me.
Secondary click on the name does nothing, but the area to the right of the name is active.

i just didn't think of that as a solution. :-)
I stumbled across that when trying to open a layout and kept entering the edit mode. [^o)]
