It is more likely that Logos wants to get it out ASAP, but is still waiting for a licence.

I would also like to hear an answer to this question. The fascicles for Proverbs and the Minor Prophets have been in print for years now, even longer than the NA28! This has been asked about elsewhere on the forums: http://community.logos.com/forums/t/47146.aspx
I won't link to Accordance Forums from here, but from there I've learned (and it's public, so I can pass it on) that it's an issue in the hands of the BHQ team, so nothing to do with Logos and Accordance. It sounds like neither has received an etext yet. Even though they've been published in print for quite some time.
Hendrickson sent out an update today (cf. here) via their Academic Newsletter.
No new news, per se, and nothing about Bible software editions, but at least the team is still thinking about BHQ! And, I guess, hard at work on it.
