There is a note on the product description for ISBE that Logos 4 users must choose the download version of ISBE.
I can't load ISBE from CD on Logos 4?

Logos is NOT yet sending out CD/DVD products (with the exception of the Base Packages).
If you want an individual title or are ording a Pre-Pub you will have to download it. I would imagine that once they do start sending out those products on CD/DVD that you would be able to order a copy.

Let me just add this: if you already own a Libronix (L3) CD with ISBE on it, L4 can handle it. However the only way to make it available to L4 is to install it in L3. If you do have to do that, you don't have to install the files themselves, but you'll need to activate the licenses through Libronix. Once your licenses are activated (assumes you're using the same login as the one you use to login via Logos4), start Logos4 and it should catch the new licenses. If it doesn't do that right away you may need to type update now in the command bar.

Logos 4 was just released and they have not produced DVDs with the new format on them for these stand alone purchases. I believe in the future you will be able to purchase DVDs for these resources.
Keep in mind that Logos 4 will attempt to download new books files after your licenses update from the purchase. So, in the future, if media with the updated book files is printed, licenses activated on your account will probably end up downloading on your computer before you get the disc. This is what happened when I upgraded from Gold to Platinum.
Also, if you are willing to run version 3 you can purchase that disc for the resource you want. Once you install version three and sync the licenses Logos 4 will be able to take the book files from your version 3 install. However, it'll likely find new versions and download them.

I understand the concern. I've had trouble with some online transactions too. One recently, in fact.
All I can say is that Logos is a very reliable company with excellent customer service, and a very reliable and secure infrastructure to support online transactions. All your transactions should be confirmed by email, which you can store as your 'receipt' and proof of purchase, if nothing else. I've never had to fall back on one, though. I believe I've actually had some problems with CD/DVD installs, but never with a download.
I do almost all of my transactions via download. In fact, I download whenever possible. And, as I said, I've never had a problem.

I'm biased the same way you are. However, I've been doing business with the Logos folks since 1994. In that time, there were a couple of hickups. Each time, I'm been impressed with how committed these folks are to making it right.
