Opening Community notes

When I open Community Notes through the Tools tab, what I get is somewhat useless - my first entry in the last group I had opened I think. I can't scroll/expand to see additional notes or different groups but I can add a note to the group that it opened to or delete the note currently showing.
I would expect behavior more similar to that which I experience opening via a click on a community note icon or via adding a note to a community note "file".
