I did a search on subject:Paul verb:to say, to tell and I got a lot of results that included Paul, but he was most definitely not the subject; some were even Jesus!

I think the problem is that you used "person:Paul" instead of "subject:Paul" in your example.
When I do the "subject:Paul verb:to say, to tell" search, the results look correct.

AH! I see the problem - my mistake! I did PERSON:Paul thinking subject Paul, you did SUBJECT Paul. Problem solved, thanks!
