Hello, I have a Logos 4 base package and I am think of upgrading to Logos 5. Does the starter package include all the new features (Memorization, Topic guide etc)? If not. Which upgrade do I need for the new tools?

Simply put no, in order to get all of the new functionality you have two chocies:
Gold upgrade, or
Wait till the Crossgrade is available, many have said this is usually under 100$, I was looking at the 3-4 crossgrade option a week ago, and it was 69$... I'll probably spend the money for the crossgrade, and then buy the journal library (1-10) in the coming months.

No it does not
Have a look at http://www.logos.com/comparison and particularly the sections on Data Sets and Feature Distribution at the bottom to see what is available in which package.
In the future, a crossgrade option will be available but we don't have details of this yet

If you look at this page - http://www.logos.com/upgrade , near the bottom is a "Feature Distribution" section. That will show you which level of package includes which features.
