Layout Drop Down Menu Bug

When I click on the "layout" drop down menu at the top of the screen it drops down showing all the selections just for a moment and then disapears. It vanishes before I have the chance to click on a layout. Normally after I click on this the menu it drops down and stays until I make a layout selection. The other menus drop and stay just like they normally do. Does anyone else have this same issue?
