I understand that I can sort library resources by rating using the column sort ratings.
Is there a way to filter what the library returns by using an argument such as rating:>=3?
Yes. That should work. You could also create collections based on ratings and view only those resources in the collection

Not sure what I am doing incorrectly. A couple of screen shots
The Rating filter does not catch Community Ratings (the blue shaded stars), only your ratings (yellow stars). All your examples show blue stars, no yellow ones. It is doing what it should, but maybe not what you want or expect.

Perhaps in the future there will be a community rating operator much like the community tag operator in collections
As a matter of fact it is a bit surprising since there is a filter for community tags (communitytag:).
