How I can get listed all the resources in my library that don't have a tag assigned?
In library. Select Mytags. Scroll to the top of the list. The entry with a dash is your un-tagged resources.
Click on the My Tags column and expand the -- section (first or last).
The following is how it works on a Windows installation. You're on your own for Mac.
Open your Library and click the "MyTags" column heading button. If you don't see a "MyTags" column right-click and select it from the drop down list.
If your Library window turns all grey, you may need to scroll the window to the left to see the results.
Along the left edge of the screen are the tags you have assigned. At the very top you may see two dashes "--". These are the resources you have not tagged.

You can use rating:>=0 ANDNOT mytag:*.
