While readng the esv, I moved the cursor over the scroll bar area to click in a blank spot so I could page down.
The entire background of the scroll bar when tan/brown in color and the slider became linked to the mouse. Where ever I moved the mouse up and down the scroll bar area, the slider would follow. When ever I clicked, the same behaviour as the right click activity "scroll here' was executed. Once the mouse was linked to the slider, the mouse could be moved anywhere on the app and the slider followed the vertical position of the mouse.
I closed the ESV and re-opened it but could not repeat the behaviour.
