If I upgrade from my present Leaders Library (L4) to the starter version (Bronze is a little pricey for me) do I keep all my Leader and extra resources.
You never lose any resources that you have purchased in Logos.

L5 is a great upgrade.
I would suggest that you read some of the forum posts to get a variety of views and explanations.
Complaints have not been about the program itself.
The marketing has been confusing, but is now much clearer than it was a month ago.
There are icons on the Custom Upgrade Calculator that indicate what items in each base package is new to the base packages in L5 and an icon indicating what titles would be new to you.
