Obviously the second one is more extensive in terms of the number of books covered, etc but how different are two when they are both covering the same book?
I don't have the Life Application Commentary, but I am pretty sure it is very devotional in style.
The NIV Application Commentary Series is written by known scholars, and it is broken up into three sections for each chunk of text (pericope): Original Meaning, Bridging Contexts, and Contemporary Significance. The Original Meaning section doesn't shy away from scholarly issues too much, which I like. The other two sections are then available to carry you into application.

That is correct. Similar flavor to the notes in the Life Application Bible from the same publisher and editors.
The NIVAC varies in strength from book to book. Some do not handle the threefold format as well as others. I have really enjoyed some of the volumes like Hebrews and Acts and found others less helpful.
Life Application sticks with applications which would serve your purpose (and it's obviously cheaper -- I'd say get the [View:http://www.logos.com/product/7658/application-commentaries-bundle:550:0] which will give you more bang for your buck). NIVAC is more scholarly but due to the format (which several authors struggle with) it can be redundant at times (especially on the "Bridging Context and Contemporary Significance" section. Either choice you wouldn't go wrong (of course that's just my opinion).
