I was disappointed to learn from Jason at LOGOS sales that there is no discount given for the MacArthur Life Works Library 2.0

if one owns the previous version. Though the policy that you don't pay twice for books, apparently it does not apply to this collection. Is the cost of this controlled by another publisher? Or is some other policy making this happen?

Yes, this resource was from before Logos centralized their resources. At that time the publishers were able to come out with their own versions, and in some cases, quality suffered.

If you look at the box, it says "eBible." Although it was actually the Libronix engine, it was marketed and sold as a separate Bible software. Thomas Nelson sold it from their own website (as well as some other online retailers), but has since taken it down. Logos, I believe, was a retailer of the software, but the box you see was a Thomas Nelson product.

By the way, I've paid twice for books before. I don't think there is an actual policy that prevents it. When books are bundled, up until recently, you paid for the ones that you already owned (but could transfer your old license if you wanted, since it recorded it as a double purchase). In most cases, now, Logos will give a discount when they recognize you already own some of the titles (e.g. Christmas bundles). For the title in question, however, they can't be flexible because it is a boxed product that is from another publisher.
