When i look at my account it says i have Licences to 864 resources and data sets but when i look at my library it only shows 590 ???????????

Also: have you hidden any books? (Go to Program Settings and scroll down to the bottom.)

Did the link Graham provided answer your question? Briefly: "Resources and Data sets" don't equal the number of books in your library. For example: any reverse interlinear that you have a license to will be reflected in the first number but not the second. Also, any hidden books will be reflected in the first number, but not the second.
If you are worried that some resources have not been downloaded, try the commands update now or update resources. Also, when you are looking in your library, make sure it isn't filtered in ANY way. (i.e. the search field must be completely blank as it will eliminate resources based upon your search criteria).
HINT HINT: Now if someone from Logos could just tell ushow many ‘data sets’ there are
