I saw in the Logos 5 helpfile the following:
Ctrl+Tab: go to next tab
In my case, Ctrl+Tab goes to another tab, but normally not the next one. The tab it goes to seems to be fairly random. Does anybody else have this problem?

I am seeing the same thing.
The order in which Ctrl+Tab cycles through tabs seems to be consistent - i.e. what happens in one cycle is repeated in the next - but it certainly doesn't just move to the next tab

I think it has to do with the most recent order in which you activated those tabs. If you click on all the tabs in some sequential order, say left to right, and then start pressing Ctrl+Tab again, it will cycle through the tabs in the (reverse) order in which you activated them. That seems to behave consistently. It's not particularly useful, though, IMHO. I think it should cycle through them in the order they appear on the screen.

The help file says:

That's not particularly helpful and --> should be reworded.
The Ctrl+Tab pair goes to the next/previous resource tab in the temporal order you last accessed them, even across panels. It is not clear to me what order it follows right after Logos is opened -- perhaps it follows the order in which the resources were opened for that session.
The Ctrl+Page pair goes to the next/previous resource tab in spatial order (right/left) in the same panel.
I think the key assignments are backwards. In other programs I am familiar with, particularly web browsers, the Ctrl+Tab pair goes to the spatially adjacent resource tab. So it is awkward in Logos to have that function assigned as it is now. And for me at least, moving to the spatially adjacent tab is a much more frequent need than to the temporally adjacent, so it would be easiest if Logos would swap the functions to this:
-------Ctrl+Tab go to next tab (in spatial order in same panel)
Ctrl+Page Down go to next tab (in temporal order across all panels)-------
Ctrl+Tab would then have the same function as in web browers and other programs.
