This has happened to me on several occasions. The popup never gets bigger, and I can't get back either. Have to refresh.
Safari on Mac. You probably need a somewhat slower computer and/or a slower connection, plus you need to use a link you haven't used/cached earlier, because the first step to get it to freeze is to get it to halt 2-3 seconds in small size before expanding to full size, and that's not likely to happen if it's cached, or the computer and connection is too good.
