I wondered why I have hyper-text links in some of my Notes (in Mac) and not others.
I tried an experiment looking at a Note I created on the Mac but now tweaked on my PC. Lo and behold ... when I went to the Note on the Mac, the hyper-text links were there.
All I had to do was add a space after each reference on the PC, stay connected to the internet (cloud) and the changes were instantly transferred.
