Tried to install Logos 4 on my new windows 8 laptop. gets to part of the opening page then stops and says there is problem and cannot load all the way. Worked perfect in my other laptop but windows 7.
Enable diagnostic logging and upload logos4.log as per http://wiki.logos.com/Diagnostic_Logging
Also upload any installation/setup logs.

I disagree. I base my answer on experience with the same issue.
Let's see what the logs say about the issue.
As a per-user installation Logos is intended to install without that privilege and it will request Admin credentials for the PreRequisites part. If you do what you suggest it has to be done for every software update; so it's a workaround of last resort.
