I hear you can on an iPad select an option to download the entire library? If this is true, does the app check drive size before allowing it to happen, and if so what are the requirements?

Yes, it is true. Personally, I don't recommend this for most users. The only situation I really would recommend downloading your entire library is if you were living in an area without any wifi… otherwise, I recommend downloading resources as you need them. One reason for this is that the best solution to fix many issues with the app is to delete it… which erases all of your downloads.

    No.

    what are the requirements?

It depends upon the size of your library. A starter package will be much smaller than Portfolio. [;)]

Most US 4G providers arent offering unlimited bandwidth anymore, so I am tryng to find ways to not be held hostage by them. Wifi is commonly available though not universally so.

    Thanx

I can't imagine that accessing books over 4G would ever be the reason for you bumping up on your limits… it would be for email, video & music.
