Markups no longer appear on other devices

Markups I've made on my tablet no longer appear on other devices and they don't seem to sync anymore.  I think it all started when I removed a markup from my tablet and then tried to add a markup to the same location on the same resource.  Is there any way to recover or do I need to try to uninstall the app and reinstall?
